So, I know this is late, but I'm running into the same problem yes. The game was fine until an update a few days ago. I noticed the characters in-game when you click a civ had really messed up faces pieces were glitching in and out of view.

What I've done: 1. Checked NVidia for updates, downloaded updates 2. Rebooted 3. Verified game files on steam 4. I also launched Civ in Direct X 11 this time.

I get this too with my , only started recently. From what I understand, in some cases anti-aliasing is the culprit. Try disabling it and seeing if the issue stops.
